DSWD Solo Parent ID Requirements & Procedure

Solo Parent ID is a type of identification card used to claim solo parent benefits from the Department of Social Welfare and Development. It is also considered as a valid government ID as well. DSWD also offers different services from medical assistance, financial, adoption and many more.

What is a Solo Parent ID?

According to Section 3 of Republic Act No. 8972, a “solo parent” is a person who has been left with the child’s responsibility or care under and of the following qualifications:

  1. A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender, provided that mother keeps and raises the child.
  2. Parent left solo or alone with the responsibility of parenthood due to the following circumstances:
    • Due to death of spouse
    • Spouse is detained or is serving sentence for a criminal conviction for at least one (1) year
    • Physical/ mental incapacity of spouse as certified by a public medical practitioner
    • Legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children
    • Declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children
  1. Unmarried mother/father who has preferred to keep and rear her/his child/children instead of having others care for them or give them up to a welfare institution
  2. Any other person who solely provides parental care and support to a child or children
  3. Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent

A change in the status of the solo parent claiming benefits under Republic Act No. 8972 like when they no longer left alone with solo parenthood or solo responsibility with the child will terminate the benefits. Similarly, the eligibility and solo parent privileges will also be cancelled when there is a new status of marriage or when the single parent got married. The solo parent ID card will be valid for one year and so are the benefits attached to it.

What are the benefits?

  • Additional 7 days of vacation leave from work
  • Comprehensive help package for a solo parent whose income falls below poverty threshold as set by NEDA (National Economic and Development Authority)
  • Psychological assistance
  • Family protection assistance
  • Educational Assistance from other government agencies such as DepEd, CHED, and TESDA.

NOTE: The additional 7 days of vacation leave from work are provided every year. In addition, the solo parent must be working with their employer for at least one year before availing this benefit.

SOLO PARENT ID REQUIREMENTS:

  • Barangay Certification
  • PSA Birth Certificate of your child
  • Income Tax Return (ITR) for employed and self-employed single parent or any necessary document as a proof of your financial status. You may also get a certification from your Barangay Treasurer or Municipal Treasurer indicating your income
  • Certification from Barangay Captain indicating your status as a solo parent
  • Application Form provided by the DSWD
  • Supporting documents such as Declaration of Nullity of Marriage, Certificate of No Marriage (CENOMAR), death certificate of spouse, or medical certificate as a proof of mental capacity if incapacitated

HOW TO APPLY FOR A SOLO PARENT ID IN 2021:

Step 1: Gather the Documents Required for Solo Parent.
Step 2: Fill Out Solo Parent ID Application Form.
Step 3: Submit your Documents at the DSWD Office in your LGU or Region.
Step 4: Pay the Necessary Fees.
Step 5: Wait for 30 days for your assessment and evaluation.
Step 6: Claim your Solo Parent ID at the DSWD.

ID Releasing

How long do you need to wait for the ID to be released or how many days will DSWD release the solo parent ID? According to the Department of Social Welfare and Development, the solo parent ID will be issued after 30 days from the date of filing. This is because the Social Worker needs to complete the assessment and evaluation of the solo parent application.
